Bug in Newbie quest

I'm stuck trying to talk to Hannah for the "Tailor's Greetings" quest. I have the quest in my log, but Hannah doesn't have the "!" over her head and I can't complete the quest when I talk to her. Any ideas?

I just created a new character and ran into the exact same thing, if it makes a difference.

In case anyone else gets stuck, it only seems to happen if you start in icicle. Works fine if you make a new char in Argent.
